A recent report in Long Island's Newsday details the outcry from local towns that were turned down even as similar stimulus funding was approved for other localities. The commotion has exposed a rough spot in the American Reinvestment and Recovery Act, according to the report.
It points out that the Environmental Facilities Corporation, which finances government sewer projects in New York, is a major recipient of Stimulus funding, despite the fact their program -- a channel for funding sewer projects -- is designed to issue loans, not grants. The story further states the priority for the EFC is cleaning up pollution problems rather than funding Smart Growth and economic development projects.
